personally, I feel this should be the default. If I am browsing possibly
the most annoying thing to me is another window popping up without me
asking for it.

May be being dense, where does the HIG frown on MDI?
Also "random window" would not be an issue if, as people like me want,
"open in tabs" is enforced. In addition I would think that the obvious
approach if more than one window is open, new tabs open in the first
window opened.

Being honest I think this should behave exactly the same as the general
case, ie: if default is to open in tabs, then middle-lick should behave
the same.
