There is no visible interface for it atm, but a gconf key has been
recently introduced (Gnome 2.4 Beta 1 I think).
/schemas/system/http_proxy/ignore_hosts
You can use gconftool to set it (or gconf-editor, but I'm not sure
if it supports lists).
