New eog plugin: Rectangle Zoom (rectangle selection for zooming)

Hello everybody,

i have written a plugin for eog in python.
the plugin adds the following features:

- zooming could be done with a rectangle selection (left button)
- mouse wheel jumps back and forward in the imagelist when in fit-to-window mode
- double click switches between window and fullscreen mode when in fit-to-window mode
- double click will set fit-to-window mode when zoomed

I think, the plugin is good general example and it shows some ways to get other requests done.
For example the crop image request could easily done with the selection and an external cli tool like 
imagemagick.
