about the eog 2.19.5 release

Hi,

I was willing to release eog 2.19.5 before the tarballs due, yesterday,
but step into a silly error while distchecking:

ERROR: xgettext failed to generate PO template file. Please consult
       error message above if there is any.

I couldn't find a fix for the problem and I'm very busy at this moment
so I dropped it in the meantime. If someone in the team wants to do the
release, I am attaching a patch with the new NEWS entry to avoid having
someone repeating the process again. If not, I'll return to the issue
later during the week (not before Thursday, for sure).
