Merged ChangeLogs

Hello,

So, I finally got my head out of my butt and merged the eog/*/ChangeLog
files into eog/ChangeLog.  Since EOG has no different maintainers for
different submodules, it doesn't make much sense to have different
ChangeLog files [1].

So we only have eog/ChangeLog, eog/doc/ChangeLog, eog/po/ChangeLog now. 
Sorry for the mess we have lived in so long.

[1] I know you told me about this; I was just being idiotic :)
