After several years of SXSW, I'd say the closer to ACC or 6th Street, the better. Those are the focus points for all the action. The later in the day, the more people on 6th Street (which is where all the bars are and a lot of meetups happen). A 20-minute walk is a looong time. Talks aren't held only in the ACC. They're at venues around town, so much so that there are buses to transport you between things. In my experience, though, people at events not in or near the ACC are there all day because that space's topics are the one thing they're interested in or they have to really, really, reaaalllly want to be there. The buses are late and one year even broke down--it's a huge pain to go very far beyond ACC. Thus IMO Mugshots sounds like the best option.

Listed below are a friend's/internet's recommendations.
They're centered around the Austin Convention Center, as Austin's
pretty spread out and I figured it'd be a good central site that
everyone will be near at some point...
A friend who's been to SXSW suggested doing the meetup earlier,
because everywhere will be packed with live music or some sort of
event once the music festival starts on March 11.

Linked to their yelp pages:
Mugshots: right across from the Austin Convention Center, cheap beers
and large outside patio, will probably be packed
Craft Pride: 10 min walk from ACC, large outside area, craft beers and
food trucks in back
Elephant Room: 10 min walk from ACC,  jazz bar with 50+ Irish/German
beers on tap
East Side Show Room: On east side, about 20 min walk from ACC,
swankier 1920s themed cocktails + cheese

Once you decide on a time/place, it might be good to prepare and write
down the meetup's time/place on your business cards and/or any of the
hand outs to pass around and remind people.
