Frederic Peters setup the 3.6 release notes to be in Mallard. This
required some changes to library-web. A small amount of work is still
needed to make translations work.

It is *much* easier to write than Docbook.
My plan is to dump various stuff into the release notes, then clean it
up afterwards. Currently the structure is around applications, not sure
if that should be kept.
