There is one now (thanks Andreas!), though it could use fleshing out:

I have also updated the README:

http://cvs.gnome.org/viewcvs/*checkout*/gnomeweb-wml/www.gnome.org/projects/README

to point to the template, and include more complete information on
what must be done to add a project. If one of the weblist folks could
proof it for me, that would be great.
