Suggestion: A bot in #ekiga on FN and OFTC which relays traffic.
Similar to an IRC/XMPP bridge bot, but between two IRC channels on two
different networks. Ratelimit it and have it say something akin to
'Rate cap hit. Too many lines. please join #ekiga on $network'.
