No.  This was my fault.  I fixed it with 
http://git.gnome.org/browse/ekiga/commit/?id=e0509ba5c7f.

Otherwise said, just replace GDK_KEY_KP_Enter with GDK_KP_Enter in 
lib/engine/gui/gtk-frontend/chat-area.cpp file, line 561.
