In general, no. Unfortunately Skype is using a proprietary protocol
that isn't compatible with most (if not all) other VoIP clients.

There are some Skype to SIP gateways around, including the official
Skype for SIP. The official one has monthly subscription fee, and you
can't call any Skype user, just those who have purchased an "online
number" =/
