No. It seems that OpenSUSE has compiled without ptrace support, sigh... Could you send us the configure line used to build ptlib, opal and ekiga official packages in OpenSUSE?

This output contains information about your error (a number). Without it, we cannot do much...

I have a UVC webcam and it works. Try also searching the Web for a few minutes for specific problems with your webcam.
