Hi!
You can use Ekiga as a client software for sure. You would have to
create your own local server. You can use OpenSER for that, for example.
The free SIP service of ekiga.net (don't mix up with ekiga.org) is SER
at the moment as is planned to migrate to OpenSER, see:
http://wiki.ekiga.org/index.php/OpenSER_migration
So you should be able to grab OpenSER on their website an get it
installed onto your own local server, then connect your Ekiga clients to
that to create your own local disconnected SIP / Chat / whatever system.
OpenSER is not trivial, but there are Howtos available.
