You probably hit yet another ALSA bug.
You can test this :
$ arecord -D plughw:0,0 -c 1 -r 8000 -f S16_LE - | aplay -D plughw:0,0
-c 1 -r 8000 -f S16_LE -
$ arecord -D plughw:0,0 -c 1 -r 16000 -f S16_LE - | aplay -D plughw:0,0
-c 1 -r 16000 -f S16_LE -
You can also use default instead of plughw:0,0 and see what happens.
