config.mak is generated by ./configure

X264 needs yasm > 0.6.1. I have a dev environment under slackware 13.0 without yasm.
No trouble using ./configure --disable-asm
then make, make install.

Depending on your linux version, upgrade yasm package if possible.

I suppose you have done:
make RELEASE=0 update-sources

and:
make
instead of:
make RELEASE=0

Look at http://wiki.ekiga.org/index.php/Building_Ekiga_for_Windows.  And choose with RELEASE=0, it is much better for the moment.
