Hi,

In order to fix the bug "Ekiga doesn't recognize webcam with non-UTF 
chars" (http://bugzilla.gnome.org/show_bug.cgi?id=575907) I need to 
create two functions latin2utf and utf2latin.  They will be used in 
lib/engine/components/ptlib/*.cpp.  latin2utf is also used in 
./lib/engine/components/ldap/ldap-book.cpp (fix_to_utf8).

Where (which directory) should I put the file containing these 
functions?  Some hits: lib/toolbox, lib/engine/framework or lib/engine 
itself.
