There is currently not an EasyTAG build available for Windows, but you 
can track progress at:

https://bugzilla.gnome.org/show_bug.cgi?id=696381

You might be able to compile 2.1.8 (and the latest git master version) 
for Windows, and please report any bugs that you might find while doing 
so.
