dogtail-devel New wiki, API docs, git

We're in business, folks. The migration is not finished, but I've
completed the following tasks:

* API Documentation [0] (there's even a PDF now! ;)
* Source code migration [1]

I've also set up the new wiki [2], which is a work in progress.

One awesome feature of Trac is the Timeline [3], which lets you see git
commits, wiki updates, and ticket changes all in one place. There's even
an RSS feed [4].
