GTK+ 2 is only receiving maintenance updates at this stage, so it is not something that most people have time to spend on (as they are quite busy with GTK+ 3). There is not much difference between GTK+ 2 and 3 for GtkTextView (you can see that there are only small API differences based on the reference documentation), so you should be able to use the GTK+ 3 tutorial with few or no changes.
