libsoup3-enabled geocode-glib

Hey,

I've made a release of geocode-glib today. It is still versioned in
the 3.26.x series, as it is ABI and API compatible with the older
versions.

The new thing in this release is the possibility to compile the
library against libsoup3, by passing "-Dsoup2=false". This
creates a parallel-installable version of geocode-glib, with its API
versioned as 2.0.

For application-developer that already depend on libsoup3, it should
be as easy as switching from checking for the
geocode-glib-1.0 pkg-config to the geocode-glib-2.0 file, and updating
the GI library version required to "2.0" instead of "1.0".

See https://discourse.gnome.org/t/please-build-against-libsoup-3-by-default/10190/2
for more details about the libsoup3 migration.

The Fedora package for the new library is called "geocode-glib2".

Please file new issues against
https://gitlab.gnome.org/GNOME/geocode-glib/-/issues directly if you
see any problems.

Cheers
