Devhelp 41.1 tarball

Hi all;

I had to re-upload the 41.1 tarball of Devhelp to include the gi-docgen subproject[1]. There are no functional changes in the build or the code, and the dist tarball is still done from the exact same 41.1 tag.

Sorry for the mess; the next releases will be done from CI instead of being done manually, so hopefully this won't happen again.
