gstreamer-vaapi patch required

Hi,

Unfortunately, we have failed to resolve a longstanding technical 
disagreement with the gstreamer-vaapi developers regarding issues in 
[1] and [2]. As a result, we request distros apply the patch [3] to 
your gstreamer-vaapi packages. It's a one-liner, so it shouldn't be too 
much burden, but you'll need to carry it indefinitely. All 
distributions need this patch.

This patch disables gstreamer-vaapi for AMD graphics users. Without 
this patch, video playback may not work for AMD graphics users when 
gstreamer-vaapi is installed.
