libgweather soname bump

Hey,

It was discovered a couple of months ago, a year and 3 stable releases
after deployement, that libgweather's ABI changed without the soname
being bumped.

The soname has been bumped in the newly released 3.33.0. As a precaution,
stable distributions should try and avoid version earlier than 3.28.0.

Also note that the newest stable versions in the 3.32.x branch contain
some subtle behavioural changes that might break untested applications.

While great care is taken to avoid breaking applications using the library,
note that libgweather is not a platform library with API or ABI guarantees.

Please file merge requests, or bugs with test cases if you find more
problems migrating between versions.
