GNOME Tweak Tool is now GNOME Tweaks

Hi distributors!

GNOME Tweak Tool has been renamed to GNOME Tweaks. While we did the
user-visible rename for 3.26, we have renamed almost everything else
now including the source tarballs. In Debian, I have renamed the
source and binary packages to gnome-tweaks to match and added a
transitional package for upgrades.

The git repo and bug tracker have moved to
https://gitlab.gnome.org/gnome-tweaks too.
