latexila -> gnome-latex: one year development cycle

gnome-latex is not ready for the 3.28 release in March, so it'll be a
one-year development cycle, normally gnome-latex will be released in
September 2018.

(What is missing is settings and config/data files import and conversion
from latexila to gnome-latex on the first launch of gnome-latex, to not
lose all the settings etc).

So for GNOME 3.28, you can package latexila 3.26.
