GNOME Photos 3.15.90 will need GEGL Git snapshot

Hello everybody,

GNOME Photos 3.15.90 will need a snapshot of GEGL Git master, as
opposed to 0.2.0 that we were using till now. You are advised to
create a parallel installable package since stable releases of GIMP
still require GEGL 0.2.0.

You will notice that GEGL Git master requires a newer Babl [1]. It
is safe to use it with both versions of GEGL.
