libgweather 2.22.1.2

Hi,

So, I released libgweather 2.22.1.2 a few minutes ago and I just noticed
I put "The API/ABI has been broken in this release." in the NEWS file.
This is a lie. It has not been broken.

I repeat: the API/ABI is the same as the one in 2.22.1.1.

I think it'd be silly to release 2.22.1.3 just to fix this, and I hope
the mail will be enough.

Sorry about this, the day was a bit long here...
