Compiling on Windows

I see that Microsoft Visual Studio and C++ 6.0 are needed to build Dia
for the Windows platform. I do not have that version. What would I
need to do to acquire VS and C++ 6.0? Is it $$$?
Can any of the free Visual Studio Express or Community be used to
successfully build Dia?
If there were any effort to move to a compiler more recent than 1989,
which would be more welcomed; Visual Studio Community 2013 or mingw?
