Legal issues regarding modifying or recreating shapes from standards



Dear all,

In continuation of my effort for creating power system shapes for Dia,
I've come across international standards (IEC/ISO/EN) regarding generic
symbol design (IEC 81714), and symbols specifically target for
electrical engineering (IEC 60617).

I have access to standards of both rasterized (scanned) shapes and
digital shapes (including DXF, which can be imported into Dia). Either
way some manual work is needed, since the DXF shapes don't align
properly to the Dia-grid and lack connectors.

Now for my personal use-case I'd be able to use these sources, since my
intended uses is within the licence agreement. However since I'd like to
contribute my efforts upstream I am interested in the legal issues
regarding these symbols. In this regard I consider two options: either
modifying the converted DXF symbols to better suit use in Dia, or
creating shapes from scratch based on the information supplied by the
standards.

Since there is a low level of creativity involved in the designs offered
by the standards (the shapes are just a consequence of strict design
standards and agreements on the individual elements making up a shape),
I would even say the symbols cannot be subject to copyright.

Is anybody familiar with the legal issues regarding modification or
recreation of symbols, so as to guide my efforts?
