No problem at all: https://live.gnome.org/Dia/Faq#Licensing
In essence: Only when you (re)distribute (a modified version of) Dia,
GPL kicks in. You can use Dia as you like and your diagrams are yours.
To make sure: Read the Licence (GPL).
