Well, there are shapes, and there are the basic tools.  Do you mean you want to create new tools?

If that is not what you mean, then your question is unclear.

Shapes can be edited to make new shapes from within the shape file.  That is text editing, hoowever you choose to do that.

Somehow I think I am answering the wrong question, but realistically I don't have any answers beyond this.
