Can someone tell me what's the meaning and usage of this simbol in the
layers pannel ?

It's a link-layer. Anchors from this layer will propagate to the currently
selected layer, and you will be able to attach objects drawn on one layer to
anchor points located in other layers.
Be warned that behavior of this feature is not per-layer, but rather some kind
of mix of global and content-sensitive.

Also, (to my understanding) due to internal caveats, it is not recommended to
anchor objects to layers above the one they are drawn on.
