You cannot draw "on" the graph, but you can certainly have text that lies atop the image, just as all the other elements an be in front of or behind each other.

If you really want the text to become part of the image i would suggest Inkscape as a good program.  If you don't know Inkscape yet, it is a very nice open source vector drawing program.  Handles transparent layers too.
