You can export an image of your Dia as .jpg, .png, .bmp, etc.  You can create a link in an html document to show these formats.

I may be purposely misreading your question in order to give you an answer that makes sense.  But, the question, as I read it, does not make sense.  Dia is not a webpage composing program, therefore it can not possibly compose an html document.  In fact there is no comparison possible between a Dia and a webpage - a webpage does entirely different work.
