Hello Jack,

99.9% of the people on this list do not speak or read Dutch, so an error message in Dutch is not the best way to get some help.
The error message does not tell us any more than that it is not working.
There are three things you can do:
1. go to http://dia-installer.de/ get the newest installer and try again
2. read and do this http://live.gnome.org/Dia/Faq#Why_does_my_copy_of_Dia_for_Windows_die_when_I_try_to_load_it
3. launch dia on the command line (in windows run the "cmd" command, I think ;-) and try to find the reason why it does not work.

If you need help with 3 get back to this list with the output of the command line and your version of dia, in English.
