Dia itself can be an editor for shapes. You can simply draw the objects 
and export them as shapes.

If you would like to share your library, please consider to add it to 
the Dia Shape Repository:

http://dia-installer.de/shapes/index.html.en

Once your shapes are added, people can install them using Diashapes.
You can use File->Sheets and Objects to create/manage your library.
Regarding the export: Just zip the sheets and shapes folders of your 
".dia" folder.
The ".dia" folder is located in your user directory.
