Yes - maybe I was also a bit confused by ISO 639-1 "eu" (Basque) and
ccTLD/ISO 3166 "eu" (European Union). :-) - Sorry!
But nevertheless, ...
Where do you see duplicated content?
... duplication is e.g. in:
doc/{en,eu}/dia-1.xml
doc/{en,eu}/dia.1
doc/{en,eu}/dia.dbk
(Which are not present for doc/pl, for example.)
