I am not aware of a Dia function that allows password protection of a Dia gram.  (I assume this is what you mean, maybe I have the wrong idea.)

I think you will need to place the Dia and any supporting files (image files for example) in an archive (using a program like 7zip) and apply password protection to the archive.   7zip is open source and is a very effective program.  You can create the archive with many different formats .zip, tar, and so on.
