I have changed the color of the page breaks, and now they are clearly visible on the page, however, when I print to PDF the result does not match. For example, according to the display, the page breaks across one of my shapes, but in the exported or printed PDF the shape is included on the page.

Dia displays page breaks by default with blue lines.

You can view/change the color of the page break lines:
1. Select File->Diagram Properties
2. Select the Colors tab
3. Change the Page Breaks color
4. Click OK
