I would do it in python for 2 reasons:
1 - Never programmed in python
2 - I got good feedback from python

For more complex plugins, simply look at the source code.
What kind of plugin do you want to develop?
I have in mind to create graphics for networking, which contain useful
information for monitoring (ip, snmp data, etc) and use these objects
in a diagram (which may be a network schema), then any application
that can perform read xml the corresponding actions.
And other things I have in mind, but basically that.
