Currently it is documented in doc/custom-shapes from top of sources

There are also some guidelines from a while back at
http://faemalia.org/wiki/view/Technical/ShapeSet (it would be lovely if
somebody could transfer stuff from the faemalia wiki to live.gnome.org).
