This looks like something is wrong with the GTK+ installation. Did you download
and install GTK+?
http://prdownloads.sourceforge.net/gimp-win/gtk%2B-2.8.18-setup-1.zip?download
Reinstall dia after successfull GTK+ installation on your machine.
If you are still having problems, please provide some details on your
setup (operating system, do you have admin rights, etc.)
