Try something like: dia.exe --export=filename --filter=jpg [original-file]

diaw.exe and dia.exe

diaw.exe is made for Windows interactive use. dia.exe provides a
commandline interface. Try

dia --help

to see detailed information how to export e.g. JPG files on the commandline.
