No, I'm sorry, there is indeed no rotation in Dia. It was designed
without rotation in mind originally, and I have yet to think
through how to design it in a workable way.
For what it's worth, 90-degree increments would be a huge step forward.
It is not so much a problem of the non-orthogonal rotations, so much as
integrating it with the handles, connection points, parenting, grouping
and autorouting system.
