dia translations under win32

Hi,
I would like to know how to set the interface language under win32
(namely winxp).
It seems that the locale directory contains (at least partial) 
translations for many languages, but the program does not use
them at all (overwriting them, or even deleting them did not even
produce a warning)...
I also tried setting the LANG environment variable, but it did not
have any effect.
