It's not a question of what's taken. That behaviour is turned off by
default in Gtk2. You'll need to set the gconf entry desktop / gnome /
interface / can_change_accels (or in old versions of Gtk2, set
gtk-can-change-accels=1 in ~/.gtkrc-2.0).
