The new Debian stable is tentitvly scheduled for December.  It will have
Gnome 2.2 and perhaps 2.4 if they can work out the bugs in Unstable.  If
you realy want to run the latest Dia you can pin Testing's Gnome 2.2
packages.  They are super stable.  Or you can just move to Testing right
now.
