I'd like to do that, except it's a bad idea to have XML attributes that
themselves have structure to them.  Then we'll need an extra little parser
for the attribute, which defeats the purpose of XML.

As for true/false, I'm not certain that it'll stay a boolean.  It might be
changed to be priorities at some point, if someone makes a good routing
algorithm that can take advantage of such.  However, the chances of that
are slim at best.  I can see the point of using standard names -- I like
open/closed for being intuitive, but XML isn't really about intuitive that
much.  It's about easy-to-parse, and true/false is already in there.
