There must be a vocabulary difference here.
In the docs they are called Layers.
Also you get at them by picking 
Dialogs/Layers.
And they are a very cool feature.
(But I do not know how to copy a layer.)

There is no way to copy a layer directly at the moment.  Please file an
enhancement report for this at bugzilla.gnome.org.  You can copy a layer by
selecting all objects, creating a new layer, then pasting into that.
