According the section 3 of the gpl :

The full source and exact codes used to produce a binary should be 
placed at the same place as the binary. It should be possible to
reproduce it. All modules that are not standard system modules (under
windows this is all the modules that have to be linked in that are
ported from linux) are part of that complete source code. As well as
the makefiles and such, not just the automake.

If that is done, it will be possible for any one to reproduce the
binary with ease. My asking in an email to hans for the exact source
codes to reproduce the binaries on his page has lead to him dropping of
the win32 port of DIA.

I have volunteered to take over the win32 port of dia from Hans. This
will include all of the sources that you have also ported. When I
publish binaries, I will make sure you can download it and hit "make"
to see it all compile, of course if you have the prerequisite software
installed that I will have ready to download packages for.

The SDL distribution is very impressive in that manner, personally,
I would like to set up a debian package repository for these parts,
each will just be cross compiliable. If you then say debian - dpkg/apt
and tell it to rebuild from source, it will.

I promise to put the effort to bring all of the gimp and dia ports to
this high standard. If you and hans help, I bet you that we will find
many more people who will have the entry costs reduced. They will want
to help more with the project, they will want to use it themselves.

This was not an acusation, directed at you, or really at hans , I will
help make it the way that I think it should be, not try and piss anyone
off like I have done before.

I have written to the fsf on this matter, they have stated that it is
not the copyright holder (I dont know about gettext and iconv), so they
don't care if the code is not being distributed under certain
guidelines. Only you have the right to enforce your rights.

I still maintain my right as recepient of the binaries and license the
right to the freedom of the source code. As a developer, I will respect
your and hans work and will try to help and not futher hinder any part
of the project. The work to sew all the parts togeather that I will do 
will be published for all others to more easily use.

I hope that you will help me in my reproduction of your porting work I
have spent over 20 hours this weekend, and have gotten started, if you
can help me with some of the problems, I will coming along quickly.
